ICT Strategic Planning Model

At the inception of the TTP, it became apparent that HBCUs needed a comprehensive strategic plan for information and communication technology applications in the teaching, learning, and living environments. To develop a strategic planning model, the TTP partnered with Booz Allen Hamilton, Inc., a management consulting firm specializing in technology strategies.

The initial planning model focused on developing the academic infrastructure (teaching and learning foundation) of HBCUs. A revised model in 2006 incorporated a more complete approach to information and communication technology strategic planning for institutions of higher learning. It included planning for student life and administrative environments. It also identified new tools to enhance an institution’s ability to provide effective strategic planning and critical support services.

Lessons Learned from the ICT Strategic Planning Model
The Information and Communication Technology Strategic Planning Model was designed from data gathered from approximately 300 institutions of higher education as well as from numerous research organizations, academic reports, and information technology sources. The model incorporates several significant findings, including:

  • ICT strategic planning and institutional leadership are paramount for the effective, comprehensive use of ICT in higher education.
  • “Best practice” institutions make major investments in technology to enhance instruction and services.
  • Change management concepts are needed to implement successfully ICT strategic planning.

To assist institutions in producing comprehensive ICT strategic plans, the Technology Transfer Project developed five products: a strategic planning roadmap, a strategic planning survey assessment tool, a technology usage model, an integrated curriculum support mechanism, and an outsourcing survey assessment tool.
